Coverage of Canadian Journal publishers’ article archiving permission policies in the SHERPA RoMEO database

Abstract
The CARL Open Access Working Group (COAWG), convened by the Canadian Association of Research Libraries in 2013 and comprising several academic librarians from all across Canada, seeks to promote greater uptake of open access business models and practices. One of the ways the working group is advocating for broader adoption of open access is to investigate Canadian journal publishers’ policies with respects to article manuscript archiving with the goal of depositing that information in the SHERPA RoMEO (RoMEO) database.
As of January 29, 2015, RoMEO has inventoried policies for nearly 1800 publishers (representing 22,000 journals), however, it currently lists only 55 Canadian publishers. Individual researchers and librarians must directly contact unlisted Canadian publishers to obtain policy information or to request clearance - an inefficient and cumbersome task, with inconsistent rates of response and instructions from publishers.
Integrating accurate and comprehensive data on Canadian publishers’ policies into the RoMEO database will be crucial. When the Tri-Agencies (SSHRC, NSERC, and CIHR) finalize their harmonized OA policy, the terms will likely require authors to either publish in an OA journal or to archive their work in a repository. The Tri-Agencies have noted RoMEO as a key resource for enabling OA policy compliance. Canadian journals should be represented in RoMEO in light of this impending mandate.
