Scientific Serials in the Capes Qualis and the Brazilian Open Access Journals

Abstract


The open access movement has had a strong impact in Brazil. Over the past years the country has shown a steady increase in the number of serials, especially driven by the availability of online journals that use information and communication technologies as support. Open Access (OA) journals are available in several open access domestic initiatives. As pointed by Unesco on its Global Open Access Portal (2011), the country is the most active of Latin America in open access implementations, with several resources that have contributed to the growth of scientific dissemination in the region. One of these initiatives is the System for Electronic Journal Edition (SEER), developed by The Brazilian Institute of Information in Science and Technology (IBICT) as a customized Portuguese version of PKP-Open Journal System, based on open source technology. This system (OJS-SEER) largely contributed to the increase in the number of Brazilian online journals in the last ten years. CAPES, (Coordination for the Improvement of Higher Education Personnel) is the Brazilian Federal Agency responsible for support and evaluation of Graduate Education.  It evaluates and ranks global and national journals with the purpose of assessing the Brazilian graduate education system. Serials Qualis (also well known as just Qualis), is the name adopted for the set of procedures used by CAPES for stratification of quality intellectual output of postgraduate programs. It provides a ranking list of scientific journals that can be used by graduate programs for evaluating dissemination possibilities of their scientific production. The premise of Qualis is to estimate the quality of the articles based on the analysis of the quality of the scientific journals where they have been published. This exploratory study intends to analyze and describe the relation between Qualis-CAPES and the current Brazilian Open Access infrastructure to disseminate scientific knowledge. Another aim is to accurately define the number of active peer reviewed OA Brazilian journals and verify how they are ranked in the Qualis system. The research method is exploratory and is based on literature review and secondary data available from various databases on the internet, as well as information received from those responsible for the databases in the institutions. Data were collected directly from IBICT (National Union Catalog of Serials and SEER databases) and from CAPES WebQualis. These data are cross-checked with other data sets from: Ulrichs, Latindex, SciELO, Redalyc, ISI Web of Science, Scimago Scopus, DOAJ, PKP-OJS, among others. Data collection was conducted over the internet from January 2013 to March 2013. After data capture, the final dataset was cleaned and duplications were eliminated from the database. The method of analysis is descriptive statistics and bi and multivariate analysis.  Through this data cross procedure it is possible to establish the number of current Brazilian OA scientific journals and conduct an analysis of national leading journals and their features. This study is relevant because it provides an overview of the Brazilian scientific serials and the policies on journal evaluation from the national government agencies.
